21st-century government needs policy, technology and data to be brought together in an integrated way but very few people are showing how to do it successfully on really big, citizen-facing services.

Rachel is one of those people.

We worked with her at Department for Education as she pioneered DfE’s Service Owner model. When the pandemic forced schools to close, Rachel set up DfE’s Get Help With Technology programme which got laptops and internet into the hands of over a million kids around the country.

She now leads the team at NHS Digital that built the digital infrastructure behind 126 million Covid jabs.
